That is the name of the gauge company, It's a German company. Also the
Volkswagens of the 30's through 80's, used VDO gauges from the Factory.

explanation:
Translated, it means United German Tachometer Company. Literally, VDO
stands for Vereinigte (United) DEUTA (Deutsche Tachometerwerke GmbH or
German Tachometer Limited) OTA (originated from the merger of OTA
Apparate GmbH with a division of DEUTA in 1929).
(Otto Schulze invented the magnetic speedometer (1902). The company
that built his speedometers, OSA Apparate GmbH, was renamed OTA in
1925 and merged with DEUTA in 1928 to form VDO.)
